Master Plan & Ordinance Updates

The City of Marshall's staff and Planning Commission are currently updating the City's Master Plan. This policy document is used for the comprehensive planning of Marshall's future by analyzing the ideals of the community and setting goals and implementation strategies.  The current master plan can be found at the following:

June 11, 2025 Planning Commission review the Draft Master Plan and makes a recommendation to council

June 16, 2025 City Council will receive the Draft 2025 Master Plan and open the 63 day public comment period

September 10, 2025 Planning Commission will hold a public hearing on the Final Master Plan and adopt the plan by resolution

September 15, 2025 City  Council will accept the resolution to adopt the 2025 Master Plan

  1. Maintain and enhance the unique, historic character of the community.

Master Plan Survey

The City and its consultant, Progressive Companies, released a survey in spring of 2024 to help identify priorities of City residents so that they can be incorporated in our Master Plan update.   The results of the first round of the survey are below.

First Community Open House

Two Community Open House events were held on October 10, 2024. At these Community Open Houses, attendees were  given the opportunity to give input on what they would like to see happen in Marshall in the future. There were 2 sessions. The first was from 3-4:30pm at the Marshall District Library. The second was from 6-7:30pm at Dark Horse Brewing Co. Both events were drop in style and open to the public.

Kicking off in the spring of 2024, the City of Marshall Master Plan process is in full swing! We heard from almost 700 people in the online survey open this summer and over 300 people at our summer pop-ups and first community open house in October. We invited the public to join for our second and final community Open House where we shared what we’ve heard and make sure it aligns with their vision for the future of Marshall.

Doors opened at 5:30pm with a presentation from the planning consultant, Progressive Companies, and volunteer Steering Committee members, followed by public input activities from 6:30-8pm. There is an online survey available for people to provide feedback who cannot join in-person.
