Future of Marshall House Apartments

Background

Marshall House is a 100-unit senior, disabled, low income citized housing community.  It was built by the City of Marshall and opened to residents in January 1980.  Rents are based on approximately 30% of the person's adjusted income.  Resident rents are also subsidized by Section 8 housing funds from the Department of Housing and Urban development.  A new contract was signed in OCtober 2020 that will guarantee the rent subsidies are available until 2040.
 

Potential Sale

On Janaury 19, 2021, the City Council voted to release an RFP for Real Estate Broker Services for the potential sale of Marshall House.  A video of the Council discussion can be found at the following link.  

Bids are due on Feburary 4, 2021 at 1:00 PM.  The RFP can be found at the attached link.  These bids will be considered at the February 16, 2021 Council Meeting.

 

Priorities

If the City Council chooses to sell Marshall House, the following priorities will guide their decision (in order of importance):

1. Any buyer must agree to maintain the Section 8 Contract.

2. The buyer must have experience in Section 8 housing and must have a very good reputation.

3. The buyer must be committed to investing in Marshall House and ensuring that the property is maintained at a very high level.

4. A reasonable price must be received.
